A STATE-MARKET MECHANISM FOR MODERNIZING THE SOCIAL SPHERE IN THE MODERN DOMESTIC ECONOMY

Page:7-20

Release: 2026-3 (58)

DOI: 10.21777/2587-554X-2026-3-7-20

Annotation: The article defines the essence and characterizes the content of the state-market mechanism for the progressive dynamics of the social sphere in the modern economy. The contradictory relationship between the state and market aspects of this mechanism is demonstrated, and a general model for its development is proposed. Central to this model is the simultaneous establishment of both a welfare state – as the foundation for highly effective state-led modernization of the social sphere – and individual rights and freedoms – as the foundation for highly effective market-led modernization of social relations. The need to develop innovative forms of public-private partnership is substantiated as an integration of the corresponding mechanisms (state and market) for accelerated and highly effective modernization of the social sphere in modern conditions. The target functionality of highly effective social modernization is characterized in the form of sustainable and expanded reproduction of the creative and constructive form of the middle class as the social basis for socio-cultural, economic, and technological mobiliza- tion. This article presents a retrospective analysis of the effectiveness of state social policy in the contemporary domestic economy. Based on the results of a systemic and extensive statistical analysis, the study characterizes the failures of both the state and the market in addressing social development issues in our country. The article substantiates the conclusion that the current social order of limited access to resources in the Russian economy is weakly conducive to the effective resolution of socioeconomic problems, which reflects the low level of economic mobilization readiness. The imperatives of modernizing the social sphere in the contemporary Russian economy are verified, including the critical importance of a new elite and the formation of productive classes in society.

ORGANIZATIONAL AND ECONOMIC MECHANISM FOR ENSURING DECENT WORK IN THE DIGITAL ECONOMY

Page:7-15

Release: 2026-2 (57)

DOI: 10.21777/2587-554X-2026-2-7-15

Annotation: The article examines the formation of an organizational and economic mechanism for ensuring decent work under the conditions of digital transformation of the economy. It shows that the development of digital platforms, remote employment, and algorithmic management is changing the content of labor relations and calls for refin- ing the instruments for regulating employment quality. The purpose of the study is to substantiate a mechanism that links basic labor guarantees, digital inclusion of workers, and institutional coordination of labor market actors. Based on systemic and institutional approaches, a three-contour model is proposed, comprising basic, digital, and institutional coordination contours. The mechanism is designed to diagnose digital risks, enhance income stability, and align the interests of workers, employers, the state, and platforms. The research also identi- fies practical applications of the model for regional diagnostics of employment quality, assessment of workers’ digital inclusion, and adaptation of social protection measures to new forms of work in the digital economy at the regional level.

KEY PROBLEMS OF IMPROVING TOTAL FACTOR PRODUCTIVITY IN THE MODERN DOMESTIC ECONOMY

Page:7-15

Release: 2026-1 (56)

DOI: 10.21777/2587-554X-2026-1-7-15

Annotation: The article describes the problems of qualitative renewal of the theory and practice of application of factors of modern production, where the technology of their interaction plays an increasingly significant role. The key problems in the sphere of development of total factor productivity (TFP) are identified: incomplete consideration of openness and growing complexity of the modern economy, underestimation of non-economic conditions and factors in qualitative renewal of human capital as the creator and integrator of all technological forms, low level of protection of property rights, rent-oriented behavior as a source of conflict of interests, etc. The novelty of the research results lies, firstly, in substantiation of the transition from the totality of production factors, within the TFP, to their systemic and interconnected unity; secondly, in shifting the scientific and practical vector in the study of TFP in favor of enterprises as primary links of the economy. It is shown that total factor productivity is intended to become an object of transformation from the traditionally priority macroeconomic analysis to the level of the firm while simultaneously positioning the phenomenon of corporate systemic factor productivity (CSFP).

ANALYSIS OF THE ROLE OF THE IPO MARKET IN INCREASING THE CAPITALIZATION OF THE RUSSIAN STOCK MARKET

Page:16-24

Release: 2026-1 (56)

DOI: 10.21777/2587-554X-2026-1-16-24

Annotation: The article is devoted to the study the impact of the Russian initial public offering (IPO) market on the national stock market capitalization, taking into account macroeconomic conditions. The analysis of the IPO market was conducted, which examined the dynamics of the MIPO index in the period 2024–2025, and studied the volumes of funds raised and the post-IPO dynamics of the capitalization of issuer companies that carried out placements in the first half of 2024. The regression analysis was used to assess the impact of the volume of funds raised through IPO and SPO on the total capitalization of the Russian stock market, taking into account macroeconomic factors in the model, such as GDP, the M2 monetary aggregate, stock trading volume, the long-term federal loan bonds rate, and the exchange rate. A statistically significant positive relationship was revealed between the volume of funds raised through IPOs and SPOs, and market capitalization. The article presents promising areas for the development of the IPO market in Russia, including measures of state support and increasing the investment attractiveness of companies.

INTEGRATION OF THE REGIONAL STANDARD INTO THE CREATIVE INDUSTRIES DEVELOPMENT POLICY

Page:21-30

Release: 2026-3 (58)

DOI: 10.21777/2587-554X-2026-3-21-30

Annotation: The article discusses the issues of standardization in the field of creative industries. The article focuses on the relationship between the cultural and economic components of the creative industries. The significance of the creative economy as a fundamental sector of the economy is demonstrated, including through its intersectoral nature and systemic effect. The report reflects the ongoing problems of uneven development of creative indus- tries, the need to involve all regions in their development, and the unrealized potential of most regions. The article explores the role of the regional standard for the development of creative industries as a methodological basis for the formation of the institutional environment of the creative sector. The standard’s structural elements (implementation steps) have been grouped. Two mandatory parts have been identified: the institutional basis as an imperative invariant and the management framework as a zone of adaptive variability. A detailed description of the implementation mechanisms for each component has been provided, and the expected effect has been simulated. It has been clarified that the developed systemic model for the development of creative industries is scalable across different types of creative industries and has room for flexibility and consideration of local spe- cifics. The article examines the issues of integrating the regional standard into the region’s strategic planning documents, and the results of the content analysis are presented as evidence. The continuous, permanent nature of the regional standard and the possible transformation of the regional standard into a conditional obligation are substantiated.
