A STATE-MARKET MECHANISM FOR MODERNIZING THE SOCIAL SPHERE IN THE MODERN DOMESTIC ECONOMY

Page:7-20

DOI: 10.21777/2587-554X-2026-3-7-20

Annotation: The article defines the essence and characterizes the content of the state-market mechanism for the progressive dynamics of the social sphere in the modern economy. The contradictory relationship between the state and market aspects of this mechanism is demonstrated, and a general model for its development is proposed. Central to this model is the simultaneous establishment of both a welfare state – as the foundation for highly effective state-led modernization of the social sphere – and individual rights and freedoms – as the foundation for highly effective market-led modernization of social relations. The need to develop innovative forms of public-private partnership is substantiated as an integration of the corresponding mechanisms (state and market) for accelerated and highly effective modernization of the social sphere in modern conditions. The target functionality of highly effective social modernization is characterized in the form of sustainable and expanded reproduction of the creative and constructive form of the middle class as the social basis for socio-cultural, economic, and technological mobiliza- tion. This article presents a retrospective analysis of the effectiveness of state social policy in the contemporary domestic economy. Based on the results of a systemic and extensive statistical analysis, the study characterizes the failures of both the state and the market in addressing social development issues in our country. The article substantiates the conclusion that the current social order of limited access to resources in the Russian economy is weakly conducive to the effective resolution of socioeconomic problems, which reflects the low level of economic mobilization readiness. The imperatives of modernizing the social sphere in the contemporary Russian economy are verified, including the critical importance of a new elite and the formation of productive classes in society.

INTEGRATION OF THE REGIONAL STANDARD INTO THE CREATIVE INDUSTRIES DEVELOPMENT POLICY

Page:21-30

DOI: 10.21777/2587-554X-2026-3-21-30

Annotation: The article discusses the issues of standardization in the field of creative industries. The article focuses on the relationship between the cultural and economic components of the creative industries. The significance of the creative economy as a fundamental sector of the economy is demonstrated, including through its intersectoral nature and systemic effect. The report reflects the ongoing problems of uneven development of creative indus- tries, the need to involve all regions in their development, and the unrealized potential of most regions. The article explores the role of the regional standard for the development of creative industries as a methodological basis for the formation of the institutional environment of the creative sector. The standard’s structural elements (implementation steps) have been grouped. Two mandatory parts have been identified: the institutional basis as an imperative invariant and the management framework as a zone of adaptive variability. A detailed description of the implementation mechanisms for each component has been provided, and the expected effect has been simulated. It has been clarified that the developed systemic model for the development of creative industries is scalable across different types of creative industries and has room for flexibility and consideration of local spe- cifics. The article examines the issues of integrating the regional standard into the region’s strategic planning documents, and the results of the content analysis are presented as evidence. The continuous, permanent nature of the regional standard and the possible transformation of the regional standard into a conditional obligation are substantiated.
